Draft as Default

The reason my customers are not using Version 7 is because the version immediately over writes their site in other Versions when saved. They want to work on the site and not publish until ready.
I KNOW they can set each page to Draft, But that makes it hard for them to remember each page.
Here is my question ...
Is it possible to make Version 7 "by Default" to be in Draft? What I mean is when version 7 is installed it would be good if the Version places the entire site in Draft mode automatically. Then (as in older versions) then can UN-draft the site so it is then live on the web.
Up until Version 7 I have liked RVSiteBuilder but Version 7 is not well received by my customers.
There are other issues but this is a big one about Draft pages.
